Why do some men disrespect women that chose to dress very scantily?

Just recently some ballplayers acted disrespectful and were told plainly see thru clothing and micro-mini and even sometimes less does not give them licenses to act immoral. So how do women need to indicate their dress or lack of it should not cause disrespect?
