How can I send a letter to Chief Minister of West Bengal so that he read it and solve the problem I have?

Look online for the government website for that Chief Minister. They usually have an address on there to send letters as well. But to get your letter read, you may need a friend on the inside. I'm not sure how closed the system is there.
