What if your brother in law is a champion a**hole that no one in the family can stand?

My husband's youngest brother, who is 45, is living with his mother. I know, he's a real loser. Anyway, he divorced 6 years ago and brought his two kids to live with his mother so he could have someone to take care of him. He's real lazy also. His poor mother is in her 70's and having to take care of everything around the house, since none of them will do anything. He is such a pain in the tail that no one else in the family can put up with him. He whines, cries, pouts, complains, and then acts like he's an authority on everything. The problem is no one in the family will hardly go over to his mother's house because no one wants to see or listen to him. I feel sorry for my mother-in-law, although she has brought this on herself. She is pretty isolated, unless she gets up and goes somewhere. Is there any solution to this? I know he will never move out because it would mean he would have to pay his own way and take care of himself.
