Is it spiritually a good decision?

We are in chapter 11 , 2 billion hotel group(mostly franchises like Fairfields , Courtyard etc..). This employee(low level) has sent great suggestions to our headquarters in the past and pretending now that he can turn around our group if he gets a manager position. One of our Executive VP wants to interview her for a manager promotion. Do you guys think that she is bluffing? Or can we try her. She is extremely creative base on her past suggestions.
