What rights does DHS have?

Me and my former boyfriend have a daughter now a month and 17 days old. We aren't together and his mom has temporary custody. DHS is saying I'm only allowed to see my daughter during times she says after giving the father's mother permission to say when I'm allowed and not allowed. Can DHS do this.
